5 Best HR Tech & EdTech Sales Outsourcing Companies in Europe (2026 Edition)

5 best HR tech and EdTech sales outsourcing companies in Europe for software firms

Most HR tech and EdTech sales outsourcing companies book you calls with HR managers who like the demo. Then nothing moves for months. The CHRO never shows up, IT asks for a security review, and in Germany the works council wants its say.

HR and learning software is sold to people who get pitched every day. They buy slowly and they rarely buy alone. So the agency you hire has to find the person who owns the problem and the budget, and reach them in their own language.

We looked hard and found 5 firms with real HR tech or EdTech proof. Four of them are UK firms. We did not pad the list.

Our shortlist of the 5 best HR tech and EdTech sales outsourcing companies:

  1. Profitbl: best for HR tech and EdTech companies selling €10K+ deals across Europe.
  2. The Telemarketing Company: best for EdTech firms selling into universities across EMEA.
  3. Air Marketing: best for UK HR tech firms that also want HubSpot help.
  4. Sopro: best for HR tech firms that want email and LinkedIn reach at a low entry price.
  5. Punch!: best for mid-market firms that want buying signals built into outbound.

For HR tech and EdTech sales in Europe, our top pick is Profitbl, with native callers in France, Benelux, Switzerland, Germany and the UK. For EdTech selling to universities, look at The Telemarketing Company. Profitbl's price: Starting from €3,600 a month (about $4,100). Sopro publishes email-led plans from around €3.4K per month.

We are on this list. Here is how we judged everyone, us included.

How we picked these HR tech and EdTech sales outsourcing companies

We judged every firm on what it takes to sell HR or learning software to a CHRO, an L&D head or a university dean. We checked each firm's own website and its Clutch profile in October 2026. We did not use prices from other agencies' lists.

  • Named HR tech or EdTech proof: a client in the vertical on the firm's own site.
  • Who makes the calls: senior reps who can hold a talk with a CHRO, or a junior call floor.
  • Native coverage: callers who speak the buyer's language in each market.
  • Phone in the mix: HR inboxes are full of vendor email. The phone reaches the person.
  • Price clarity: a published price, or at least a Clutch minimum.
  • A verified HQ: if we could not confirm where a firm is based, it is not here.

Here is the honest part. This is a thin niche. Apart from us, every firm we could verify with HR tech or EdTech clients is based in the UK. We searched French, German and Dutch agencies too and found none that show an HR or learning software client on their own site. If you sell in continental Europe, ask the UK firms who will make your calls in German or French.

Some names are missing on purpose. Operatix often shows up on lists like this. It merged into memoryBlue, a US firm, in 2023, so we no longer list it on its own. We left out firms that sell mostly to HR consultancies or recruiters, and generic call centres that dial a lot but are not built for B2B buyers. The 5 Best HR Tech and EdTech Sales Outsourcing Companies (2026)

1. Profitbl

__wf_reserved_inherit

Profitbl is best for HR tech and EdTech companies selling €10K+ deals across Europe because we find the budget owner and call them in their own language.

HQ: Luxembourg

Price: Starting from €3,600 a month (about $4,100)

This is us. We run call-heavy outbound for B2B software companies with $1M+ in revenue and deals of $10K or more. Our own native SDRs cover France, Benelux, Switzerland, Germany and the UK. For the Nordics and Southern Europe, we work through partner agencies.

An EdTech SaaS with €12M+ ARR and 100 staff hired us to sell in the Netherlands and the UK. Its buyers sat in marketing, so we called CMOs and heads of marketing. We booked 62 qualified meetings and built €744K of pipeline in 8 months. The first results came in 6 weeks. After 3 months, the client renewed and doubled the contract.

An HR tech SaaS selling an applicant tracking system in Luxembourg and Belgium hired us to reach HR directors and CHROs. We built €420K of pipeline at 7 qualified meetings a month.

Want to test a market first? We run a 1-week sprint: 1 ICP, 1 message, 15 to 20 decision-maker conversations. It is a test, so there is no meeting guarantee. Here is how our outsourced SDR services for B2B SaaS work.

Strengths:

  • Published HR tech and EdTech results with numbers
  • Native callers in 5 European markets
  • Weekly reports with call data and what buyers said

Limits:

  • We do not cover the US or Canada
  • The Nordics and Southern Europe run through partners, not our own team
  • HR deals close slowly: our ATS client has closed €25K of ARR so far from that €420K pipeline

2. The Telemarketing Company

__wf_reserved_inherit

The Telemarketing Company is best for EdTech firms selling into higher education because it ran a 12-month EMEA calling campaign for Coursera.

HQ: Brighton, UK

Price: Not published. Clutch lists a minimum project of $10,000+ and $50 to $99 an hour.

The Telemarketing Company, or TTMC, is a Brighton agency with telemarketing, research and inbound teams.

Its EdTech proof is real. For Coursera for Campus, it called deans, provosts and curriculum leaders at universities across Europe, the Middle East and Africa for 12 months. Its Coursera case study reports one qualified result for every 15 hours of calling.

A big seat count can mean a junior team. Ask who will call for you, how senior they are, and which languages they speak natively. The case study does not say.

Strengths:

  • Named EdTech client with an EMEA campaign
  • Long track record on the phone
  • Research and data teams in-house

Limits:

  • No HR software client we could verify
  • Results are reported per calling hour, not per pipeline euro
  • Hourly pricing makes cost per meeting hard to predict

3. Air Marketing

__wf_reserved_inherit

Air Marketing is best for UK HR tech firms that also want HubSpot help because its CharlieHR work mixed outbound with a sales process rebuild.

HQ: Exeter, UK

Price: Not published

Air Marketing runs outsourced SDRs, telemarketing, inside sales and HubSpot RevOps. For Europe, it works through its partner Cleverep.

Its HR tech proof is CharlieHR, an HR software company for small businesses. Its CharlieHR case study says the client closed 40% of inbound deals in one month and doubled its average contract value.

CharlieHR sells to small firms, so those deals are far from enterprise HR. And the 40% figure is about inbound deals, not outbound meetings. Ask for an outbound case closer to your deal size.

Strengths:

  • Named HR tech client
  • Onshore UK team
  • HubSpot know-how in the same team

Limits:

  • HR proof is in small business software
  • Continental Europe runs through a partner
  • No published price

4. Sopro

__wf_reserved_inherit

Sopro is best for HR tech firms that want email and LinkedIn reach at a low entry price because it publishes its price and has an offer built for HR.

HQ: Brighton, UK

Price: From around €3.4K per month, no minimum contract (published on their site, October 2026)

Sopro runs email, LinkedIn, display ads and gifting campaigns. It has a page for HR tech and SaaS providers, HR teams and HR consultancies.

On its HR lead generation page, the co-founder of Pace HR says the firm won 28 clients through Sopro. Pace HR is an HR consultancy, and most of the HR names on that page are service firms. Few are software vendors.

Sopro is an email-led volume model with no calling. If your market is a few hundred enterprise HR teams, think hard before you send at volume. You can burn a small market fast.

Strengths:

  • Public pricing
  • No minimum contract
  • HR-specific offer

Limits:

  • No phone channel
  • HR proof is mostly consultancies
  • Volume email can burn a small enterprise market

5. Punch!

__wf_reserved_inherit

Punch! is best for mid-market firms that want buying signals in outbound because it mixes human SDRs with intent data and ABM.

HQ: London, UK

Price: Not published

Punch! is a London agency that combines SDRs with intent data, account-based marketing and AI-assisted outbound. It covers EMEA and North America and works on a 90-day rolling contract.

Hiring signals matter in HR tech. A company that is hiring fast has HR pain now. Punch! builds that kind of signal into its campaigns, which is why it is here.

Be clear on the limit. Its case study page names no HR tech or EdTech client. It shows work in other tech sectors. Ask for an HR or learning example before you sign, and ask where its SDRs sit.

Strengths:

  • Buying signals built into outbound
  • Named tech clients with results
  • 90-day rolling contract

Limits:

  • No named HR tech or EdTech client
  • No published price
  • SDR locations not stated on its site

What does HR tech and EdTech sales outsourcing cost?

Expect to pay from about €3,400 a month for email-led work and more for phone-led programmes with senior callers. Here is what the firms on this list publish. For every model in detail, read our sales outsourcing pricing guide.

  • Monthly retainer: Sopro from around €3.4K per month, no minimum contract. Profitbl: Starting from €3,600 a month (about $4,100).
  • Hourly: The Telemarketing Company. Clutch lists $50 to $99 an hour and a minimum project of $10,000+.
  • On request: Air Marketing and Punch! publish no price. Punch! works on a 90-day rolling contract.

None of the firms here publish a per-meeting fee or a commission model. Our view: in HR tech, a cheap retainer that books the wrong buyer costs more than a dearer one that books the CHRO.

Best HR tech and EdTech sales outsourcing by country in Europe

France. French HR buyers expect a call in French. Of the firms here, only Profitbl runs native French SDRs in-house. See our list of the best sales outsourcing companies in France.

DACH. Works councils slow HR deals in Germany, so start early and call in German. Profitbl covers Germany and Switzerland with native callers. See the best sales outsourcing companies in Germany.

Benelux. Our EdTech campaign ran in the Netherlands and our ATS campaign in Luxembourg and Belgium. Dutch and French both matter in Belgium, so check the agency has both.

UK. The UK has the most choice. All five firms here work in the UK. See our list of the best lead generation companies in the UK.

Nordics. Nordic buyers are direct and many speak English, but local callers still open more doors. Profitbl covers the Nordics through a partner. See the best sales outsourcing companies in the Nordics.

Southern Europe. Spain, Italy and Portugal need native callers. Profitbl covers them through a partner. The Telemarketing Company's Coursera work spanned EMEA, so ask it which languages it called in.

Why HR software deals take longer in Europe

HR and learning buyers say yes slowly, and Europe adds two reasons.

The first is the works council. Under section 87 of the German Works Constitution Act, the works council has a right of co-determination over "the introduction and use of technical devices designed to monitor the behaviour or performance of the employees." If your tool holds performance, time or activity data, expect the works council in the deal. A good agency asks about it on the first call, so it does not surprise you in month 4.

The second is AI. The EU AI Act, Annex III, lists AI used "for the recruitment or selection of natural persons" as high-risk. If your recruiting or HR tool uses AI, legal and IT will ask questions before they sign.

One more lesson from our own campaigns: words matter. The word "training" can send you to procurement and a low-budget objection. Lead with the business problem, like skills gaps, retention or hiring speed. Let the product come later.

What is the best sales outsourcing company for EdTech companies?

For EdTech companies selling to businesses in Europe, we pick Profitbl. Our EdTech client got 62 qualified meetings and €744K of pipeline in 8 months by calling the marketing leaders who held the budget. If you sell to universities across EMEA, The Telemarketing Company has the closest proof with its Coursera campaign.

What is the best sales outsourcing company for HR tech companies?

For HR tech companies selling to mid-market and enterprise firms in Europe, we pick Profitbl. We reach HR directors and CHROs in their own language and built €420K of pipeline for an ATS vendor. For UK firms selling HR software to small businesses, Air Marketing has a named HR client.

How to choose an HR tech or EdTech sales outsourcing company

  1. Name your real buyer first. HR, L&D, IT, a function head or marketing. If you cannot name one, fix that before you hire anyone.
  2. Ask for an HR or learning case with numbers. A martech case tells you little about a CHRO.
  3. Ask who will make the calls. Get the name and sales background of the person on your account.
  4. Ask how they handle works councils and IT. A vague answer means surprises in month 4.
  5. Check native coverage per market. If you sell in Germany, France or the Netherlands, ask for native callers in each.
  6. Ask what you can see, and when. A monthly PDF is too late. Ask for weekly call data and objections.
  7. Start with a test. A short sprint tells you more than any sales deck.

If you want a scorecard to compare agencies side by side, the SDR Services Selection Framework walks through each check. Our guide on how to choose a sales outsourcing agency in Europe covers the full list.

Frequently Asked Questions

How much does HR tech sales outsourcing cost in Europe?

On this list, the published entry prices start at around €3.4K per month for Sopro's email-led plans. Profitbl's price: Starting from €3,600 a month (about $4,100). Phone-led firms like The Telemarketing Company price by the hour. Most others quote on request.

Who should I target when selling HR software?

Target the person who owns the problem and the budget. For core HR and recruiting tools, that is usually the HR director or CHRO. For learning tools, a function head or marketing often buys faster than L&D. Our EdTech client's buyers sat in marketing.

How long does it take to get meetings for HR software?

Plan for 3 months before you judge the channel. Our EdTech client saw first results in 6 weeks. Our HR tech client averaged 7 qualified meetings a month. Closing takes longer, because IT, procurement and sometimes a works council join the deal.

Does the works council affect HR software sales in Germany?

Often, yes. Under section 87 of the German Works Constitution Act, the works council has a say over technical devices designed to monitor employee behaviour or performance. Many HR tools hold that kind of data. Ask about it on the first call. This is general information, not legal advice.

Does the EU AI Act affect HR tech sales?

Yes, if your product uses AI for hiring or for managing staff. Annex III of the AI Act lists AI used for recruitment, selection and staff performance monitoring as high-risk. Buyers will ask how you meet the rules, so prepare your answer before the first demo. This is general information, not legal advice.

Should I outsource EdTech lead generation or hire an SDR?

Outsource first. One in-house SDR covers one language and takes months to ramp. An agency with native callers can test several markets at once. Prove the message and the buyer, then decide whether to build in-house.

Our verdict: call the budget owner, in their language

Most HR tech and EdTech sales outsourcing companies fail for one reason. They reach the wrong person. Pick the firm that can name your buyer, call them in their own language and plan for the works council from week one. For Europe, that is us. For EdTech selling to universities across EMEA, look at The Telemarketing Company.
